The Washington Township Board of Trustees met in Regular Session on April 4, 2005, at 7:30
p.m. at the Washington Township Government Center, 8200 McEwen Road. M2005 -121
It was moved by Mr. Snyder, seconded by Mr. Blair, that the Board approves the minutes of
the the Workshop held March 28, 2005.
Vote on Motion: Snyder, aye; Blair, aye; Young, abstained. M2005 -122
CLERK'S BUSINESS
ED /GE
Since the early 1990's Washington Township has participated in the Montgomery County
Economic Development and Government Equity Program (ED /GE). The program requires
those member communities experiencing economic growth to share a portion of that growth
with those communities that are less fortunate. This is accomplished through the Government
Equity formula. Mike Barlow, finance director, has reviewed the County Office of Management
and Budget's annual update and finds the numbers agree with the contract. This year's
payment for Washington Township is $175,379.00. The ED /GE payment has been previously
discussed with elected officials at a workshop. Since the payment is due on April 15th, the
payment is included in the regular check register dated April 4, 2005.
It was moved by Mrs. Young, seconded by Mr. Blair, that the Board authorizes the 2005
ED /GE payment to the Montgomery County Commissioners of $175,379.00.
Vote on Motion: Young, aye; Blair, aye; Snyder, aye. M2005 -123
Reimbursement
On January 11, 2005, Montgomery County was added to the list of declared counties in Ohio
eligible for the Public Assistance Grant Program through FEMA for the snowstorm of
December 22, 2004 through December 24, 2004. Washington Township is a sub - grantee
under Montgomery County. FEMA is proposing to reimburse the Township for overtime
expenses as well as other extraordinary expenses. This reimbursement is expected to be
approximately $45,000.00 for Public Works and $3,000.00 for Fire. The local government
must appoint an authorized agent to be responsible for all administrative duties, which includes
creating and forwarding all required documents and forms. The accounting supervisor has
attended all of the FEMA meetings to date. At this time staff is requesting that Accounting
Supervisor James Boehmer be appointed as the authorized agent.
04/04/05
