M2005-340 <br /> <br /> <br /> <br />CITIZEN CONCERNS <br /> <br />Mike Schuder, 80 Centerwood Lane, expressed a concern about EMS revenues. He asked <br />what is being done with the monies collected. He suggested that the monies go towards a <br />night-time medic program instead of a part-paid program. He researched what other <br />communities are doing and presented his findings. <br /> <br />Chief Parks indicated that we have not yet received any revenue and that the paperwork is still <br />being processed. Mr. Huff indicated that it was estimated to take six months to get the <br />program up and running. We should know more by the end of the year and Mrs. Young <br />requested that this issue be re-addressed at that time. <br /> <br />UPDATE - DAN FOLEY, MONTGOMERY COUNTY CLERK OF COURTS <br /> <br />Dan Foley made a presentation about the Montgomery County Clerk of Courts. He indicated <br />his concern about one of the case types that has been hitting the Common Pleas Court in <br />greater frequency over the past few years. About thirty percent of the cases filed have been <br />civil cases. Of those civil cases, the greatest concern over the past several years has been on <br />the increased number of mortgage foreclosures in Montgomery County. About forty percent of <br />all cases filed in the civil division have been foreclosures. According to Mr. Foley, Ohio is <br />either number one or number two in the nation in the number of foreclosures. Part of the <br />reason for this has been the loss in the number of manufacturing jobs. Part of it could also be <br />due to the lending practices that may not have been quite ethical. Regardless of the reason, <br />Montgomery County has the largest percentage of Civil cases in Ohio that were due to <br />foreclosures. In some areas, there have been more than 15 foreclosures per 100 <br />households. <br /> <br />Mr. Foley went on to discuss the Criminal Justice Information System. The criminal data from <br />all of the courts in the County have been put into one database so that any officer or court <br />personnel can determine quickly if someone has a criminal history. <br />He then discussed the Auto Title Division of the Clerk of Courts Office. In 2002, the State law <br />changed to allow Ohio residents the ability to conduct their title transactions in any county of <br />the State. Among the services provided: replacement of titles and liens, boat and commercial <br />trailers and recreational vehicles titles, collection of sales tax, passport applications, verification <br />of out-of-state cars, and dog licenses.
