The Washington Township Board of Trustees met in Regular Session on November 7, 2005, <br />at 7:30 p.m. at the Washington Township Government Center, 8200 McEwen Road. President <br />Snyder led the Pledge of Allegiance. <br />MINUTES OF PRECEEDING MEETINGS <br />It was moved by Mrs. Young, seconded by Mr. Blair, that the Board approves the pre- meeting <br />minutes and the minutes of the Regular meeting held October 17, 2005, and the Workshop <br />held October 24, 2005. <br />Vote on Motion: Young, aye; Blair, aye; Snyder, aye. M2005 -364 <br />CLERK'S BUSINESS <br />Lighting Districts <br />The Township Clerk notified the Trustees on October 11, 2005, of two street lighting petitions <br />received from Washington Development, L.L.C. for the Estates of Paragon, Section 1, 2 and 3 <br />and Paragon Place. Under the Ohio Revised Code, a public hearing must be held within 30 <br />days of notification to the Trustees, and 15 days prior all landowners must be notified of the <br />hearing. All landowners have been notified. If approved by the Trustees, contracts with Miami <br />Valley Lighting will be signed. The developer has agreed to pay all of the up -front installation <br />costs. Thereafter, the monthly lease of the poles and fixtures and yearly lighting fees for usage <br />will be assessed to the property owners. <br />President Snyder opened the meeting for the pubic hearing for a lighting district at the Estates <br />of Paragon. <br />Robyn Livesay, Miami Valley Lighting, DP &L Energy, described the lighting fixtures, explained <br />the installation charges, and explained how the locations were selected. <br />Ken Niekamp, 825 St. Simons Lane, asked how the $92 assessment to his property for this <br />lighting would occur. Mr. Huff indicated that this was an approximate amount and that he was <br />unsure if $46 would be taken out twice a year or if $92 would be taken out annually. He also <br />informed Mr. Niekamp that it would probably go up as energy costs go up; however, the <br />Township has two years left on its lease with DP &L. <br />President Snyder closed the public hearing. <br />It was moved by Mrs. Young, seconded by Mr. Blair, that the Board authorizes approving the <br />Resolution for a lighting district at the Estates of Paragon, Sections 1, 2 and 3, called the <br />Estates of Paragon Lighting District, for fifteen 16,000 Lumen HPS Regal style fixtures and <br />cast aluminum poles; and that the Board also authorizes the Township Administrator to enter <br />into a contract with Miami Valley Lighting for said lighting district. <br />Vote on Motion: Young, aye; Blair, aye; Snyder, aye. R2005 -009 <br />President Snyder opened the meeting for a public hearing for a lighting district at Paragon <br />Place.
